Three Entities, The
They are Death, Eternity and Fate, and they are absolute. The basic order doctrine drafted by Cain and Ryuu cite these three entities as something above reproach. This was designed that they could carry out their specific tasks unhindered by meddlesome gods as they had been forced to endure in prior eons.
Eternity is called by Cain "The Mother of mothers". She gives birth to all life, and pulls from the Spark its smaller fragments, breaking them further down and granting them life in infinite forms all across the omniverse, distributing each one as a breadcrumb into the stream of time.
Fate is the diviner. She doesn't predict or determine the future. She sees the path of the sparks that Eternity has given life to, and their infinite possibilities. She is the vanguard of the future, and directs the Pantheon towards areas of decay within the Omniverse. She is also Death's informant.
Death is the distant Father, collecting the sparks that have shed their shells and ferrying them to a land, steadily uniting their fragments into a single being again. He carries them as children in his arms, and soothes the pain of loosing their lives. Once all fragments of their existence are gathered, he passes them back into the Spark itself, and Eternity beings the cycle with them anew.
The three entities are bound by duty to uphold the basic order. They are essentially the 'heads' of the gods, placed on high above even Cain and Ryuu. They are not allowed to convene and create new laws, but on the rare occasion that a new law is drafted into the basic order they can veto it if two of the three agree that it is ultimately pointless. Unfortunately, on the one (recent) instance they broke the basic order doctrine for their own ends they were unable to be punished.
